Hi,

Why does this have toolbar as a dependency?

I have a site that does not have that module active, but I wuld still like to get class on my menu items.

Not entirely sure, possibly added at the same time we added the test.

It actually wasn't added as a dependency for the test, so at this point the honest answer is im not sure - leftover from the 8.x days.
