Enable CSS and JS aggregation by default [#3440126]

Problem/Motivation

Performance out of the box needs to be improved for Provus, a simple steps is to enable aggregation of JS and CSS.

Proposed resolution

Enable the core aggregation of CSS and JS by default. Add instructions to disable it on local using the example of settings.local.php included in Provus.
