Timestamp formatter requires tooltip & time_diff settings [#3427792]

Describe your bug or feature request.

Since Drupal 10.1, the abscence of the time_diff & tooltip in the timestamp formatter configuration is deprecated, according to https://www.drupal.org/node/2993639

These should be added to the config/install in the order submodule.
