Fix Gin 3.0.0-rc8 issue of no longer rendered Primary tabs, or the Secondary tabs are not shown out in number of cases in the header or pre-content region

Problem/Motivation

Not showing the primary tabs in some cases
As user roles has a limited permissions for the Clone, Edit, or Translate action tasks

Steps to reproduce

Given that a content was created
When having an edit for the content
Then the "Primary tabs", or the "Secondary tabs" are not shown out in number of cases

Proposed resolution

• Add a local static patch for #3410516: Fix no longer rendered region Header/Local tasks since 3.0.0-rc8
• Add the better committed fix from #3409899: Primary local tasks not rendering on entity routes due to striptags filter
