Option to disable collapse all button

Problem/Motivation

The Collapse all button leads to potential data loss when using inline entity forms in paragraph types, f.e. as thunder does.
Changes you made to an open ief are not saved after collapsing.

Steps to reproduce

Proposed resolution

When enabling Collapse / Edit all buttons provided by paragraphs, add an option to disable the Collapse all button singularily.
