Yes, the question is a blocker for RTBC because an issue set to RTBC means it is completely ready for commit. And having a question, which includes a suggested changed means there is still work to do.

Committed and pushed to 11.x, and backported to 10.2.x as this only changes comments so better to keep things in sync.
