Add in cache tags and contexts from the block_content to the layout render array

Add in cache tags and contexts from the block_content to the layout render array.
These should (by default / from drupal core) be the same as the currently hardcoded block:id tag.
But other modules or custom code could extend these, so we need to merge them in correctly.
