Ctools 3.x and 4.0.x are the same, and you can use whichever version works best up and down the dependency chain.

Proposed resolution

• Change drupal/ctools to ~3.0.0 || ~4.0.0 in the composer.json file, for smoother updates and upgrades of all required modules
