Keeping the Update Helper module enabled in websites is affecting the performance of the back-end and when admin users are logged-in.
This issue was a performance for anonymous users

- #3346730: Remove installing the Varbase Update Helper module from the list of default Varbase components on installation
- Remove enabling the Varbase Update Helper module on enabling Varbase core
- Be able to enabled in selected projects and when updating or checking on updates.
