Remove enabling the Varbase Update Helper module on enabling Varbase Core module

Problem/Motivation

Keeping the Update Helper module enabled in websites is affecting the performance of the back-end and when admin users are logged-in.

This issue was a performance for anonymous users

• #3179426: Fix status of Varbase update instructions to 100% on install and on an installation for optional Varbase components or in a Varbase Sub Profile
• #3118031: Fix performance for anonymous users on page load for [Update Helper Checklist] module with XHProf statistics

• Remove enabling the Varbase Update Helper module on enabling Varbase core
• Be able to enabled in selected projects and when updating or checking on updates.
