Problem/Motivation

• #3317083: Update Components module from ~2.0 to ~3.0 in the Vartheme BS5 theme
• #3317080: Update Components module from ~2.0 to ~3.0
• But the 3.x branch has issues with Layout Builder, and UI Patterns
• #3107993: Template is not defined error on admin pages when using administration theme

Proposed resolution

Change drupal/components to ~2.0 || ~3.0 in the composer.json file
Reverting the Components module to ~2.0
Remove a blocker issue with Layout Builder

This is a TEMP rollback until the ~3.0 has a stable release with no regression and more integrations with Layout Builder, UI Patterns.

To switch back to ~3.0 when a better fix the 3.x branch for #3107993: Template is not defined error on admin pages when using administration theme
and other follow up issues.
