Allow for year from and year to with the site wide attribution block

Problem/Motivation

As a site owner I want to display a block with a attribution / copyright message that automatically updates the years e.g.
"© Copyright 2002 - 2022 by MyCompany. All rights reserved."

Steps to reproduce

- Provide block configuration to give the starting and the (optional) ending year
- Add tokens to replace in the blocks disclaimer text area
