For this release we will update all core and contrib to the latest versions so that we can provide full support for PHP8.0 and 8.1.

This can also be the branching point for Sector 9.4.x or possibly 10.0.x.

Some discussions will need to follow on how we plan to upgrade and version into the future as Drupal starts to adopt an LTS cycle which Sector can mimic.
