Make "Add a Task" link in backlog translatable

Problem/Motivation

Link is not translatable.

Steps to reproduce

Goto burndown/backlog/{shortcode}
Search for "Add a Task" at admin/config/regional/translate doesn't return a translatable string.

Proposed resolution

Wrap two occurrences in BacklogController.php in t-function
