Logout link missing [#3300290]

In this update (version 3.1.1) the "Logout" link is missing in the dropdown when pointing mouse to the "Drupal" sign / icon, i.e. first sign on the admin toolbar with Index, Clear all caches, etc. Notice that Admin Toolbar Extra Tools is enabled.

Is this by design or a bug?

Actually, looks like it was removed at some point between 8.x-2.5 and 3.0.3 so changing this to "Feature Request".
Submitting a patch to this feature, please review it.

Hey @adriancid, thanks for fixing my patch and commiting it. But the commit has phpcs problems, so I added a MR to fix them (cause is easier to merge :D) , if you want to.
