Problem/Motivation

There are many phpcs fixes and mixed variables that probably will break in later versions of php.

Putting up a test here to see if this broke anything before committing to 3.x and then 4.x.

Pushed some of the bulk phpcs changes up. The rest are minor doc comments that won't get fixed here.
