Should the "Context" module be an explicit dependency?

The Context module is listed as a dependency - but this module doesn't necessarily depend on it to function. Context just enhances the functionality of this module - there could be users out there just using the raw condition without Context (block plugins, etc). Perhaps we should remove it as a listed dependency. The only time Context module would be required is if you are running Acquia Site Studio and want to use "Context Visibility" settings of a component.
