Remove user/{uid}/git-attribution API

This API was added to support Dreditor, and was replaced by the Credit & committing fieldset allowing drafting the commit message without extensions. There have been zero requests to this API in the last 2 weeks, expect for a search engine. We can just remove this and supporting functions from drupalorg_git_gateway.module
