A module broke existed layouts [#3277778]

Problem/Motivation

We installed a module on an existed project with Drupal 9.3.9 and it broke many pages, which were built with layout builder. After investigation, I have found the problem with dashboards_preprocess_block in dashboards.module. So I think we need to call this part for dashboard entities only.
