Allow delete action on changed config items

Problem/Motivation

- The "Delete" link is not available on changed configuration items.
- The report/delete/* url seems to work correctly on these items also.
It would be nice to have it in the UI. There are special cases when a revert does not work (like existing field storage), but delete works.

Proposed resolution

Show the delete link on "Changed configuration items".
