In a clean drupal commerce installation the displayed intermediate vat tax for azores region (Portugal) is incorrect. It currently displays 90% when it is 9%.

I'm betting this is only a display issue and that the correct value is being used in the vat calculations so my patch only addresses the listed value. However if that's not the case, we need to look further where this is being applied.

Oh shoot! You're right... Not sure how I missed this... No, this isn't just a display issue, this is the value used for the calculation... It was introduced in #3222191: VAT rates for Portugal.
