Fix to allow content editors to use stored selected layouts on the Full content display mode with layout builder

Problem/Motivation

Only webmaster are allowed to use stored layouts on the Full content display mode

Steps to reproduce

Given that a new Blog post was created
When an editor select a layout from the layout selection feed from layout library
And Save
Then the blog page will only show the default layout

Proposed resolution

Change the option "Allow content editors to use stored layouts" to checked
