Update Chaos Tool Suite (ctools) module from 3.4 to 3.5 ( ~3.0 ) and remove committed patches

Chaos Tool Suite (ctools) 8.x-3.5 was released 16 Apr 2021 at 20:08 EEST
https://www.drupal.org/project/ctools/releases/8.x-3.5

and the patch for #2785499: Fix Entity Bundle Condition Plugin does not work in all situations as committed into the release

Proposed resolution

• Change to "drupal/ctools": "~3.0" in the composer.json file.
• Remove the committed patch.
