Use Olivero theme as Administration theme and go to admin/modules page then find the this issue

mherchelNote that we do not support using Olivero as an administrative theme. Is this reproducible outside of the admin theme (like from settings tray)?

Kristen PolThanks for reporting this issue. We rely on issue reports like this one to resolve bugs and improve Drupal core.
As part of the Bug Smash Initiative, we are triaging issues that are marked "Postponed (maintainer needs more info)". This issue was marked "Postponed (maintainer needs more info)" more than a year ago.
Since that time, the OP @djsagar acknowledged the maintainer's comment in #6 so I'm closing this as works as designed.
