Problem/Motivation

On install, we have a number of JavaScript issues

user.theme.js?qkysup:9 Uncaught TypeError: Cannot read property 'password' of undefined
    at user.theme.js?qkysup:9
    at user.theme.js?qkysup:35

and On submit

    An invalid form control with name='account[pass][pass2]' is not focusable.

Style and function issues with Varbase install in with Drupal 9.1.0

Proposed resolution

Follow the new Drupal 9.1.0 core admin theme Claro libraries
