Infrastructure for local development and non-drupal-CI

Problem/Motivation

When working on the module, everything should be set up and ready to go for a contributor.
Including running tests and other checks.

Steps to reproduce

clone the repository
composer install
docker-compose up -d
site is installed with module ready to go.

Proposed resolution

Follow the example of devel and ship with a docker-compose.yml file
