Add permission allowing owner of content to edit unpublished notification messages

Thanks Jbowm2 for creating the patch. I've reviewed the code and was able to make some minor adjustments for code readability. I feel it's still addressing the same issue that you reported.

My patch will create a permission for the user that created the message to view the unpublished message. I've also included another permission that allows any user to view unpublished messages. Felt this was how most entities were handling both those scenarios.

Are you able to review this patch to see if it still provides you with the desired functionality?
