Inform about "Flag actions"

When the user don't have Token actions enabled, he won't know about the "tokenized email" action.

We should implement 'flag_actions_system_send_email_action_form', which is user for the plain vanila "Send e-mail" action to add a "It's recomened to enable 'Token actions', blah blah blah" message.
