There are cases when a user might have submitted data to locales which were disabled in Smartling project. In these cases, check status cron job returns no data for locale because of `locale.not.found` or `locale.disabled`.

DoD:
* Handle case when `check status` and `last modified` methods return no data for given locale and reject such submissions
* Add tests
