Enable wrapping an existing storage so it will return normalized data

Problem/Motivation

For normalization, we need the ability to convert an existing storage into one that will normalize on read.

Proposed resolution

Add a storage wrapper for read only normalized storages.

Extend the ReadOnlyStorage in Config Filter.
