In the User Account Handling section of the configuration form there needs to be a checkbox for "Users cannot change email address". This will have the effect of hiding the email address field on the edit user form.
It would be desirable for this to only hide the email address form field for those users that have a CAS id instead of having it take effect on every user.

bkosbornePlacing on hold until #2724989: User account handling section needs a Users cannot change password checkbox is resolved. They are related due to the protected user field stuff.
