Links to add personalize elements/blocks no longer accessible

When removing the variations listing pages, the general personalize blocks and personalize elements listings were removed in addition to the link to add new elements and blocks. These should be added back in for purposes of accessing the functionality without relying on additional modules like acquia lift.
