Based on #2409239: Create a Rules UI skeleton & allow to manage components, we can list rules components and display a minimal edit dialog for setting metadata of the Rules component.

I have created new issues for specific tasks that are not done yet, overview at #2471465: [META] Rules 8.x UI.

Rules editing works now, so I think we can calls this fixed.
