I have created 8.x branch (sandbox) for this. Please have a look (still need some work) i am working on this actively.

I've added my patch to the D7 release and development versions.
Issue #1142462 by DarrellDuane: Added ability to set default settings for newly created content types.

I hope you'll be able to include this into D8 easily. I haven't yet done anything with D8 so I'm hesitant to work on this release.

Curious if there's been more work done on this. Given all the betas that have been released since the last comment, I'm guessing the sandbox version isn't stable with the current release.

Will the D8 version continue to exist in a separate project (sandbox or full project) or will it become an 8.x-dev branch here? If the latter, maybe that could be set up so we could start playing with it, and more people would find it and be able to give feedback when they start building D8 sites?
