Separate out admin tests from personalize core functional tests.

Currently we have one giant test class with personalize tests for admin functionality and personalization tests.

I'd like to split this into an administrative test class and a personalization test class. There has already been a bit of work done on this to make a common test class for inheritance in order to test adding a new campaign without an agent enabled.
