Drush does not have all dependencies on initial install

Drush requires full root on its first run to retrieve all of the necessary packages. The provisioner can handle this, though the Vagrant user's .drush directory must also have the correct permissions set.

Of course, the Vagrant user can work around this manually, but this is exactly the sort of problem Undine is supposed to solve.
