I followed what I thought was the guidance below the Title field and actually typed in the words "No Title" (Duh!). After 10 minutes of fiddling and reading forums etc. I eventually realised how to get no title (I saw the dropdown above).
The problem is that the way the text is currently worded, it makes the user think that they have to set the Title field to "No Title" rather than to set the dropdown above it, which, like me, they may not initially notice. I would suggest to change the text below the Title field as follows:
Proposed text:
The title of this panel. If left blank, a default title may be used. If you want the title to actually be blank, change the "Title type" dropdown from "Manually Set" to "No Title".
Current text:
The title of this panel. If left blank, a default title may be used. Set to No Title if you want the title to actually be blank.

tripper54 commentedAgreed, this help text is confusing, I often stumble on it. Here's a patch.

jacob.embree commentedThis has gotten me too. This patch differs from #4 only in that it joins an infinitive.
