Add a warning to the Reports if Development stuff is turned on.

As a courtesy, and to make it easier to audit the settings it would be nice if a warning was added to the Report page when performance killing development features are turned on, specifically the "Reload theme registry" on page load, but any other feature that is helpful for developers but bad for production should be included in the warning.
