This is part bug report and part feature request.

The bug is that if a non-admin user is given permission to see this navbar then they will likely see the Menu tab with nothing in it. That's because they don't have access to the admin (management) menu.

So the bug fix / feature request is...

The "Main" tab renders the admin menu which is ok if this was an admin toolbar, however if we wanted to enable this for regular (anonymous or authenticated) users they end up with an empty Main menu tab. It would probably make more sense if the Main tab rendered the Main menu and we added an Admin tab that rendered the management menu.

A good point.

We're verifying permission settings in Drupal 8 first, then we'll backport those changes.

I'm postponing this until the above issue is resolved.
