Replace 'Bypass nominations schedule' with a separate administrative 'Add candidate' form.

This would make more sense and would cut out the distracting 'Submit a nomination' links for administrators.

If possible there should be an option on each candidate field instance to make it non-mandatory for admins, but mandatory for nominators.

Something like this. N.B. the attached patch changes the form ID for election_candidate_edit_form to election_candidate_form.
