Project module should mail reminders

Since people are bad at closing bug reports marked as fixed project module should mail out regular reminders to people to check bugs they have reported. It should also send montly reminders to developers with their assigned project nodes and a summary of open bugs to the project email. This would make it more of a requirement of users and developers to maintain the list.

Also replies on project nodes should be mailed to the person and the project email. Might make that a feature so users can turn it off.
