Controller data gets lost when uninstalling modules that provide controllers

When uninstalling modules that provide controllers, any controller data that belongs to payment methods is irreversibly deleted, but the payment methods themselves remain. Payment should respond to the uninstallation of such modules by reconfiguring all payment methods that use a controller provided by modules that are uninstall to use PaymentMethodControllerUnavailable instead.
