Sometimes during install and update, you want to point to a path that has just been enabled. However, such paths will fail the test of drupal_valid_path() because the menus have not yet been rebuilt. So, it will not get saved, and any emails will not have it either.

Well, I had to fix it today as it turned out. Still won't email though; that will require breaking out emails into a cron function I believe.
