I had a quick look at this. Could you use drupal_match_path instead of the rules_data_text_comparison? This would make it constant with the other path comparisons (like in the 'Show block on specific pages').

I commited #1 for now, as it is a direct port of the 6.x branch. Can you please file a feature request on the 7.x branch. Your suggesstion makes sense.
