After looking at #1507978: Actions not working with @ bojanz it seems that people are getting confused with the default views provided by admin_views. As the enqueueing option is enabled on the actions by default, people are assuming they aren't working etc... Not expecting them to them be executed with a cron run.

We should turn off this option by default so vbo actions aren't queued up. Will provide a patch shotly.
