Unfortunately I'm marking this as a won't fix because I'm no longer working professionally with Drupal 6, and I want to take advantage of the newest API developments on CTools and Panels that will fix some standing issues, namely not being able to get the breadcrumb configuration at content-pane render time, that may, or may not be backported to Drupal 6.
Nonetheless, thanks for your patch as it might be valuable for someone that requires a working Panels Breadcrumbs in D6. If you have in the future any other good contribution for Panels Breadcrumbs on D7 I'll be more than willing to commit it :)
