Fix order of settings elements

This patch fixes several minor issues with the repeat settings page:

1. First it sets the weight of the settings menu item to 0, instead of 10.

2. It also re-organizes the event repeat settings in this format:

Event Display

- Title tag

Advanced Control

- Show the following controls

Repeat Sequence Behavior

- Initial render period

- Render support period

- Leave individual edits in sequence

- By default, apply edits to

Form Display

- Show the form elements in this order
