I have added the text but it is likely to go unnoticed. Maybe we have to extend the forum module so we can print submission guidelines above the submission form (cfr. story and blog module)?

formatting it <strong> would certainly increase it's chances of being noticed. and maybe adding something like "you won't get answers if it got answered before".

well - you won't get answers sure is a bit hostile. i'd just like to ensure that people put at least some effort into finding answers themselves before posting into the forums.
can't think of a better formulation right now (anyone?). another idea: what do you think about a link "Before Posting Messages" like this one (Macromedia Online Forums)? i quite like this.
