D7 port

I ported this and used the new doxygen standards.
Probably we can file in more ${tags} but at least this is a good start.

I add 3 files: (in a zip file)
- 1 without the prefix
- 1 with the prefix (if people are building d6 sites on the same eclipse instance)
- 1 test file, conains every hook of d7 build with the templates

You can do with it whateva you want :)
