How to participate in the Drupal Contribution collective

Governance
Any Drupal community group that has an established governance process (such as the EOWG, CWG, etc). The group does not necessarily need to be chartered by the Project Lead or Drupal Association, but they must uphold the Drupal community code of conduct as well as our values and principles.
In order to begin accepting funds on behalf of that group:
1. An authorized representative of the community group (such as a working group lead, community group board chair, etc) formally requests participation by opening an issue in the Drupal Contribution issue queue.
2. An administrator of the Drupal Contribution collective steps forward to act as an administrator on behalf of this specific group, documented in the issue.
3. At least one other administrator of the Drupal Contribution collective approves the group's participation, documented in the issue.
