Visit the Mail System settings page at /admin/config/system/mailsystem to select which parts of Drupal will use HTML Mail instead of the default mail system for Drupal 7 and Drupal 8.

Visit the HTML Mail settings page at /admin/config/system/htmlmail to select a theme and post-filter for your messages.

No hook is needed. Just create your own template inside your module or theme using the htmlmail prefix in the name.
Eg.: htmlmail--MODULENAME.html.twig to use this template for all emails of your module/theme. Also, you can use htmlmail--MODULENAME--KEYNAME.html.twig for a specific email of the module.
